The One Who is closely watching over His creation, hearing, seeing and knowing everything. He is the Observer and Witness who is never absent from the scene. Ar-Raqeeb watches you wherever you are, whatever you do, and whenever you do it and He even knows your unspoken intentions. The One that nothing is absent from Him. Hence it’s meaning is related to the attribute of Knowledge.
Allah, Exalted be He, says, “Allah is ever Watchful over all things.” (Surat Al-Ahzaab, 33:52)
This name means the Witness from whom nothing is hidden. This means that His hearing, sight and knowledge grasp thoughts, actions and everything, whether they are apparent or hidden.

Benefits of belief in this name include the following:

Being aware of Allah’s presence at all times, in public and in private, and safeguarding the heart and all body parts against forbidden acts.
Protecting our outer part by carefully watching all our acts, doing the ones Allah approves and avoiding the ones he disapproves, and protecting our inner part against beliefs and desires that oppose the commands of Allah, the ever watchful over all things.
Realising any of the two levels of ihsaan (literally perfection, charity, performance of good deeds, etc.), namely:
-To worship Allah as though we see Him,
Since we do not see Him, we should know that He sees us at all times.

The One who watches all things. The One who is the ever vigilant witness.

The One from whose observation nothing is hidden. The One who observes all thoughts, deeds and feelings.

From the root r-q-b which has the following classical Arabic connotations:
